POWER is funded primarily by Allegheny County Department of Human Services, Bureau of Drug & Alcohol Services; Pennsylvania’s HealthChoices program through contracts with its behavioral health managed care organizations for Medical Assistance recipients; and private donations. On a case-by-case basis, funding is sometimes provided by health insurance companies, and a sliding-fee scale is used for determining the cost to self-pay clients. Additionally, the agency raises money through grant writing, individual donations and special events like the Annual POWER PROMISES Event.
